IRID-129 - Complex Type: public constructor

Add public constructor with a real and an imaginary double as parameter. This was originally not done to prevent confusion between real/imag and arg/phase, but since real/imag is so much more common and a constructor is more natural to use, we decided to make the real/imag constructur public again anyway.
